I will try and respond to both your questions as well as a couple of the points that Z06-Dave brought up.
First, I will assume that Dave is just joking about spending an "extra 3-4 grand" on the internals so that you can run 800-900 rwhp.
Since the compression ratio is so high on the Z06, the first thing you have to do to run high boost is bring that CR down from 11:0 to 8.5-9.0. That means new heads and more likely than not new dished pistons as well. There goes all of your $4000 and then some. Add in the cost of forged crank, upgraded connecting rods & bolts, new rockers, different cam, better bearings, new fuel system, injectors, intake manifold, etc, etc and you're in a whole different financial plain. That's not even considering the fact that to run 8 to 9 hundred rwhp the engine will need to be bored and stroked to at least 402ci. Your clutch that worked just fine at 550 to 600rwhp is now practically worthless so the driveline will need some heavy duty upgrades as well.
As for your question on the cost of forged internals, there are just too many variables to even answer properly. The quality of the parts used (and therefore the cost) goes up with the amount of hp to are trying to achieve (and maintain). Also, the parts that require upgrading are in direct proportion to the amount of hp you are going for.
The comparisons between Buick or any other car for that matter don't really play a role here. Fact is, it would be considerably cheaper to build and maintain an older tricked out Pro Stock car than to build a newer Z06 into a super high hp racing machine. Hell, if Paul was still around, he could tell you just how much it cost just to back-half his Z so that he could reach the eights at the track. Not going into details I can say that it was over $30k....and that's just for the back end.
