Did you buy a kit, or just some lamps that you hooked up yourself?
I can't give you any help on the alarm going off when you get in/out of the car. Never heard of anyone having that problem before - not sure how it would relate to the headlamp issue unless you have a fundamental wiring issue.
But... the symptom of the headlamps not going down is a design feature. The BCM checks for continuity on the headlamp circuit and will refuse to retract a headlamp if that continuity check fails. It's the car's way of saying "Hey, I think a headlamp is burned out". Many aftermarket headlamp kits replace the primary headlamps in the circuit with a relay, and then use that relay to drive the higher power aftermarket lamps. The BCM doesn't know how to check that new, secondary circuit, it still checks the primary circuit and the replacement relay doesn't present the "right" resistive load and that causes the BCM to think that a bulb is burned out.
Assuming the HIDs you installed were a kit, and not something you cobbled together on your own, call the manufacturer and complain and I bet they have a fix for the issue. If you did put your own kit together, you could still probably call someone who makes a system and explain your problem and get them to sell you a dummy resistive load to put in your circuit to correct the problem.
Also, if you did design your own HID setup, I would carefully review the hookup in an effort to determine why the alarm goes off. Troubleshooting 101 - disconnect the HIDs and see if the alarm problem persists!
