They will most definetly fit on a 99' Trans Am. As long as it is a coupe. I don't think they will fit on a convertible, but I'm not sure (GM had to make room for the power top motor and bracketry).
I have a friend with the same wheels on a 99' coupe and no problems. Only diff is that he has a 295 wide tires in the rear and I have 305's, but I don't think the 10 cm will matter. It's not hard to clearance the sheet metal in the rear of the f-body's anyways.
