When I changed to euro lenses the cheapest way to go at that time was to order the lenses from GMParts Direct and order the plug an play harness from LAPD. With this harness there are no wires to splice. Just plugs into the existing tail light harness. Very easy install.
As far as exhaust, you will get several opinions here. My personal preference are the B & B Bullets. They are loud. If have a passenger with you, look into a partition. It will really cut down on the interior noise. (the partion is a good idea with any aftermarket exhaust)
