He needs to treat it as a used car. again IMHO

23 miles is not far off from a totally new car, which averages about 5-12 miles.....Sometimes, if a car is tested extensively or had a small problem that was corrected and tested at the factory, they can have more than this.....I'd say perfectly normal.....

23 miles a demo...I doubt it...the demos I have seen have a few hundred miles on them...
