ok, so i had my 00 z51 in to the local chevy dealership to have a few fluid leaks fixed, the column lock recall done, and the tsb about oil in the intake manifold looked at. i get the car back (3 weeks later) and i go to drive home. when i start her, i can tell something is off. as i go to drive away, it is misfiring, backfiring, and chugging....what the hell did they do to my car? i told them about it and they said (after 3 hours looking at it) they arent sure what is wrong with it. im bringing it in to a different chevy dealer tomorrow....
oh yea, dont go to powers-swain chevy in fayetteville, nc....they are aweful.....
First, 3 weeks for the things you listed is absurd. I'd expect them to have the car for maybe 2 days at most. Three, if they found they needed to order something from GM that they didn't already have in their parts stockroom.
How many more miles were on the Odometer when you got it back? Your copy of the Repair Order should say how many miles the car had when you brought it in.
As for the problem, in all probability they disconnected a few things in the course of doing whatever the heck they did for 3 f'in weeks, and maybe because it took so long, the mechanic forgot how it all came apart and forgot to reconnect something when putting it all back together.
I'd guess a sensor is unplugged maybe. Or maybe they messed up the Injector harness (which they'd have likely disconnected if they did the Valley Cover seal TSB as a result of your oil complaint). Either way, the PCM should have a fault code. There's not much that can effect engine operation that the PCM isn't able to detect. Put the DIC in Diagnostic mode and tell us what you see.

In the past, I have done most of my own work. Were really lucky though because we have a Vette specialist here at our local dealership. The guys in town only let him work on their Vettes, no matter how long it takes him to get to it. I let him do things that are just too big of a PITA to do in the garage.
I'd bet on Rocketsleds theory. Probably just carelessness on the techs part. Take it back, stand there while they work on it & make them fix it right. You shouldnt need to pay twice for the same repairs. JMO

I gotta wonder just a little bit if you have made some mods to your car and had aftermarket tuning?
If they reflashed your computer (which they do for the column lock problem), you could very easily have some tuning issues because of your mods (if any).
