I posted this on the corvette forum and nobody could really tell me much about it. What is this?

I am always skeptical of such things. It makes me think of those guys who are felons with outstanding warrants. The cops send them a letter telling them they won a prize or the lottery and they show up to some obscure location to get arrested.

Anyway, any background info. would be helpful. Maybe I should just call the number?!
