I feel the same way and have researched the issues. I was ready to spring for the T-84 GM export headlights but have seen some negative things--although most are positive. The T-84 swap is about the best and easiest and is factory. Check our some of our local vendors.
T-84s with higher-wattage bulbs. Much improved over stock, and I've had mine on the car for 3 years with no problems. You can't really have any problems with the basic configuration since the T-84 lens assemblies are in fact the euro-export genuine GM part designed for the Vette by GM. Early versions of the higher wattage setup did sometimes have problems. The higher wattage setup uses a secondary wiring harness and relay to handle the additional Current requirements of the brighter bulbs. The BCM senses bulb resistance and will keep the popup headlights from retracting if it thinks one of the bulbs is burnt out. The way the secondary wiring harness was connected could fool the BCM in to thinking one of the bulbs was out. This issue was fixed by providing a dummy resistor load that plugged in to the factory harness in place of the low-wattage bulbs. Just be sure you get the dummy load if you also get the high-wattage set up and it will work perfectly.

Depending on what your budget is for lights, I would either go with the hid upgrade that some vendors sell - like CG - or I would buy an hid kit from fleabay. Those two will give you the best lighting possible.
If it's the high beams you want to upgrade, PIAA bulbs help with brightness but the main problem is the pattern, which is too narrow to illuminate the ditches or gentle turns. I got a substantial improvement by installing a kit that keeps the low beams on when I switch to highs. It was about $40 at a local auto parts store. A model made for some GM truck is a perfect fit - wire lengths, wire colors, instructions. Search on my name for a post 2 or 3 years old for the model number.
