Remote Key Doesn't Lock the Lock?

Sometimes, and it's repeatable, I can press the lock button on the remote key. THe car alarm will 'honk', but the car does not lock. I can reach over and simply open the door. Of course the alarm goes off, but why the car did not lock I do not know?

Is this a setting problem? Or a service issue?

I don't have a manual or car with me, but there are a number of options that are selectable via the DIC.

If it doesn't do it every time, it's a malfunction. If it does, it could be a selected option.
