Cold means not having driven on it. I usually check mine in the morning, before the cars been moved, and before its been in the sun.

"Cold" means before the tire heats up from driving it.

Just an anal comment. I've rolled mine out of the garage into the sun. Sitting out for an hour or so ... pressure on "sunny side" may be as much as 2 lbs higher than "shady side" ... so be advised.
