Why DOT3 Instead of DOT4 Brake Fluid?

FYI,

According to a reliable source, DOT4 fluid absorbs 1/10th of a percent more moisture than DOT3 fluid. GM determined that over the course of a year, world-wide, that 1/10th of a percent would cost them $180,000,000 in warranty claims. There you have it.

That's it. The higher boiling points aren't needed for the street and since it absorbs less moisture, the DOT3 doesn't need to be changed as often. Makes sense to me.
