I'd recommend you give Chris Coriell at East Coast Supercharging (they are a supporting member here) in Cream Ridge, NJ (about 45 minutes north of the Delaware Memorial Bridge) a call. Plan to spend most of the day there (not a bad thing...you get to see a lot of cool Vettes getting serious mods...good for some future ideas ) as Chris does a combination of street tuning with LS1 edit finished off by a dyno tune.

My experience has been good with the tune Tony's gave me. It is probably a little conservative, but that is OK with me. I have 373 rhp with LG headers and TRAP intake.
You basically have 2 choices Tony's in Gaithersburg and ECS in New Jersey. Tony has a beastly expensive dyno (~250k I think) so he has to charge $700 to tune your car. As someone mentioned you will get a very conservative tune because they really don't have the experience tuning C5's as the other shops that specialize in C5's. Tony does have a first rate shop, but when it comes to tuning and mods I would prefer to spend less money for better results.
ECS on the other hand is one of those shops that specialize in C5's and are one of the top tuners on the east coast. This is where I will be taking my car to have a cam package installed which includes tuning. Chris at ECS is a great guy to deal with and I highly recommend them.
In addition to tuning, does Phoenix do engine mods such as heads and cams?
Phoenix does it all and they do great work. If I was preparing a car for T1 or the like, they is clearly one of the best choices in the country, as they will upgrade the whole car (engine, suspension and the like). Joe is a great guy, I called last year on December 31st and he stayed around till I got there to pick up a set of their brake spindle ducts.
ECS is also a great shop, but they focus primarily on the engine and brake upgrades. Chris and the rest of the crew is first rate and this is where I had my tune done. I also have gone to DE events with Chris and he has a great understanding of what street drivers, drag racers and DE drivers are looking for, which is not the same as setting up a T1 car. If I do a heads and cam upgrade, I will have ECS do it.
Bottom line is you can not go wrong with either shop.
