The GM press release (SAE) test procedure J2723 has it at 6300rpm.

I suspect it's a typo because the GM press release (SAE) test procedure J2723 has it at 6300rpm.

Yes, but hp is on a curve so the peak hp has to be specified at a given rpm.

505 horsepower @ 6300 rpm makes more sense to me

All the early numbers did show 500 HP @ 7,000 RPM however.

It's 6300 rpm. That's where the power peak was originally when the output was 500 hp. The 7000 rpm has been the redline all along.
