"Help" Reduced power mode. "Throttle Actuator"

I listed my problem on 08-20-2008 as "Help Reduced power mode" in the Pitt Road section of this forum thinking my problem was a low oil level related problem (please read it) but have since found I was barking up the wrong tree.
Briefly, my car is currently in a "reduced power mode" which I thought had been brought about due to my removing a quart of oil (as recommended on this form to stop the dry sump breather pipe releasing oil into the intake manifold) before enjoying myself at a club day event at the Taupo race track down here in New Zealand. Towards the end of the day, things went bad.
However' it now appears to be an electronic fault so am relisting my updated thread in this section of the forum.
I know little about the electronical side of things but I finally managed to find somebody with a hand held LS7 compatible computer device which plugged into the car and talked to the cars computer.
The ECM showed up many historical faults which were cleared but faults "P2101" and "P1516", " throttle actuator" could not be cleared and appear to be the problem that caused the reduced power mode to activate and stay on. The hand held devise lost contact with the cars computer the moment the engine was started which I was told was not normal. Should this happen?
Their are probably fewer than half a dozen C6 ZO6's in New Zealand. We do not have Chev dealerships here (we have to direct import them here ourselves) so I am feeling very isolated and helpless. Can somebody point me in the right direction and advise what I should be doing to solve my problem and getting my car back on the road. Thanks heaps, Cheers Ken D, New Zealand.

Sorry, I can offer little help, but I do have a few simple troubleshooting suggestions . . .

1. Check for any (engine related) blown fuses.

2. Disconnect and reconnect the cable to your throttle body.

3. Physically look inside the throttle body and verify there is no interference and freedom of movement of the actuator.

4. Replace the intake air filter (if you drive in a dirty air environment a lot, this should be replaced more ofter than recommended in the owners manual).

5. Have you modified you car, or retuned the PCM? If so, put it back to stock and see if this resolves the problem.
