Have you read Iron Fist, Lead Foot? It chronicles the development of the 2003-2004 SVT Cobra. They explain everything involved in bringing such a niche car to the market (engineering, design, marketing, compromises, etc.). Now consider what Ford went through just for a Mustang, you can apply that to GM for the time and resource for the ZR1 and you'll have a better understanding why things cost the way they do.
The answer is most definitely not as simple as most of us think it is. You have to give it up to any car manufacturer that can build hundred thousand plus cars each year but somehow set aside all the resources (engineering, manufacturing, design, testing) to bring a car that'll sell maybe a few thousand a year for the sole purpose of just being badass. That takes skills on a level that is just not appreciated enough, or at all.
Then out of all this, they can actually build a car that'll perform in almost all conditions at levels that will destroy 99% of all cars presently manufactured.
