Where is there a track where I can evaluate my racing skills where the environment is noncompetitive ,and you do not need to have a helmet ,anti-roll bar,etc.

For what you want to do a Helmet is going to be required, period. They can be had for $150 to $250. A cheap price for the best fun know to human kind.
