here in ny, we go to speedshops, I've heard jersey has some sort of requirement of a nitrous carry permit.......so I'm gonna guess that they'll look for it to cover their asses when they sell it to you fwiw

Bruce's Speed Shop in Rockaway had nitrous refill service last I checked. It's a reasonable trip West on I-80 from where your located.
