Yes, the default is active handling/traction control on everytime you turn on the ignition. Active handling operates very transparently and my well save your a** if you ever reach the limit of the envelope and make a mistake. Also, for 2001 traction control is much less intrusive.
If you want to play around depress the button for about five seconds. This will engage "Competition Mode", which disables traction control, but leaves active handling on. You will know it's engaged because it says so on the DIC, and you can't display any other DIC info while in comp mode.
Comp mode will allow you all the power induced oversteer you can handle, but since active handling is on it will correct your small mistakes and aid in keeping the car going along the path you want.
