A friend of mine has done quite a bit of detailing at his familys used car/detailing business. He has a dewalt orbital/radial(I'm not sure which it is, just that its a dewalt) that he details his cars with. He said he could first wash the car, then use a radiant wax with the dewalt orbital/radial, then use a very good carnuba wax that he would apply by hand.

Does this sound like a safe procedure for repairing/hiding small scratched/swirls that are in my clearcoat form washing? Also, if I get this done will I be able to correctly and effectively apply my zaino z2 and z5 on the car?

( my car is black)

As long as he knows how to buff, that should definitely help. I have had a lot of experience using a non-orbital buffer with good super fine cut compounds to remove light spiderwebbing and scratches. Patience and a good understanding of heat will go a long way.
